Easy peasy! In GTA 4, you can't buy cars from a dealership like in other games. But, no worries! You gotta find Stevie's Car Theft missions. Once you unlock these, Stevie will text you cars to steal. Deliver them to his garage for cash. Then, feel free to 'borrow' any car you fancy on the streets. Remember, it's GTA; 'buying' has a different meaning here.

Actually, buying cars in GTA 4 isn't a thing. But, for a good time, I 'acquired' a few beauties by carefully selecting parked ones. No cost, just a bit of stealth and a quick getaway. Works like a charm!
