Keep playing until you finish the 'Yay Ka-Boom-Boom' mission. After that, Cesar will give you a call about a sweet deal on a car showroom (that's Wang Cars). Head over to Downtown San Fierro, and you'll be able to purchase it for a cool $50,000.
