Easiest way? Go into your game settings, find 'Video Settings', and there should be an option to set a Max FPS limit right there. Just slide that setting to whatever cap you want. Smooth sailing!

Nah, forget in-game settings. If you want real control, use your graphics card's control center. For Nvidia, it's in the Nvidia Control Panel under 'Manage 3D settings'. You can set a global cap or just for Apex. More precise, and you can tweak other settings for better performance too.
