To catch rare fish in Hay Day, you need to use the right kind of lure! The mystery nets and purple lures are your best bet. You can craft them in the Lure Workbench or get them as rewards from events.

From my experience, using premium lures like the purple ones really increased my chances. Also, try fishing in different areas of your fishing spot.
