You can't directly change an existing Warframe's ability, but you can use the Helminth system to replace one ability with another from a specific list. Get to rank 3 with the Entrati on Deimos to unlock it!

You can't change a Warframe's ability just anywhere; you'll need to feed some Warframes to the Helminth in your ship.
