Head to the Commandery details screen, click on the 'Details' tab, and then click the 'Appoint Administrator' button. Choose your desired character from the list. Your new admin's ready to rule!

I had to do this last night! Just click the Commandery, hit 'Details', click 'Appoint Administrator', and pick a new one. Super simple.
