Just go to the Steam client settings, head over to 'Controller', and create a new configuration for Undertale. Map the arrow keys to WASD.

You can use a program like AutoHotkey to remap the keys. Write a script to swap the arrow keys with WASD!

Sorry, but Undertale on Steam doesn't support reassigning keys directly within the game. Use external software, like AutoHotkey.
