You can change blood splatter color in PUBG Mobile by going to Settings > Graphics and then selecting a different Color Blind Mode.

Go to Settings > Basic > Graphics. There you can find an option for 'Color Blind Mode.' Pick one of the three options (Protanope, Deuteranope, Tritanope) to change the blood splatter color!

Been there, done that! Just switch to Color Blind Mode in the graphics settings. Easier than shooting a fish in a barrel.
