Simple answer: You can’t change clothes as a prisoner. As a guard, just visit the armory and dress up!
I've tried it - prisoners are stuck with their uniforms, but as a guard, the armory is your fashion runway!
Clothes changing? Pffft, who needs it when you can plan epic escapes or enforce some prison order! But seriously, prisoners can't change clothes, guards go to the armory.
