To change kingdoms in Rise of Kingdoms, use a 'Beginner’s Teleport' before your City Hall reaches level 8, or a 'Territorial Teleport' if you have one. If those options aren't available, you'll need a 'Migration Passport' which you can obtain through the game or alliance store.
I've migrated kingdoms a few times! Get your hands on a 'Migration Passport' if your City Hall is above level 8, otherwise teleport with the 'Beginner’s Teleport'.
Changing kingdoms? Just use a Beginner’s Teleport (City Hall under level 8) or get a Migration Passport. Easy peasy!
