You can change the language directly in the Steam client. Head over to your games library, right-click the game, find 'Properties', then 'Language', and select what you want. You're all set!
Been there, done that! Open Steam, right-click Total War: Three Kingdoms, click 'Properties', go to 'Language', and select your preferred language. Worked like a charm for me!
