To change outfits in Mortal Kombat Deception, you need to unlock alternate costumes by finding treasure chests in Konquest mode. After unlocking them, you can select the alternate outfits from the character select screen by pressing the start button.

From personal experience, just hunt those treasure chests down in Konquest mode. Then, on the character select screen, hit start to switch to that new drip!
