Open your Arsenal, pick your Warframe, go to the 'Appearance' tab, and then find 'Attachments.' Boom, there are the Regulators!

To change the appearance of your Warframe's Regulators, head to the Arsenal, select your Warframe, and then hit the 'Appearance' tab. From there, look for the 'Attachments' section and customize your Regulators to your heart's content!

From my experience, just head to the Arsenal, choose your Warframe, and in the 'Appearance' section, select 'Attachments.' You'll find the customizations for your Regulators there. Took me a while to figure that out too!
