You're gonna need to tweak the 'EE.cfg' file in the Warframe game folder. Look for the 'Fullscreen' setting and switch from 1 to 0. Save it, and you should be good!

Once I needed to change to windowed fullscreen without launching Warframe. I edited the 'EE.cfg' file located in the Warframe directory. Find the line that says 'Fullscreen=1' and change it to 'Fullscreen=0'. Works like a charm!
