Just tap the little chat icon on the bottom left of the main screen to start chatting in PUBG Mobile! You can also use the quick chat feature in-game by tapping the microphone icon and choosing preset messages.

I mostly use the voice chat in-game because it's more convenient. Just hold the mic icon to talk to your squad.
