Haki exp is judged by color changes. When it gets really shiny, that's a good sign you're gaining progress.

Look at your armament haki color! It changes as you gain more EXP. Starting at black, then goes to shiny black, and eventually white.

You can't see the exact number, but you can gauge your progress through the visual changes to your haki color and the increase in damage output.
