You need to visit Waterfall and find the piano room. Play the correct notes, and you'll access the artifact room. Remember, you end up with 'dog residue' instead of the artifact. Weird but true!
To get the artifact in Undertale, head to the room with the piano in Waterfall. Play the notes from the tune you hear in Shyren's encounter (Neutral, Up, Right, Neutral, Down, Down, Right). A door will open to the artifact room. Just a heads-up tho, you can't actually keep the artifact. Instead, you'll get a weird dog that absorbs it!
It's not even worth it. The artifact turns into a dog. That's it.
