To confederate in Total War: Warhammer, you need to improve relations with the other faction you want to confederate with. Use diplomacy, trade agreements, and alliances. Once relations are high enough, the confederation option will appear in the diplomacy menu.

You gotta butter 'em up first! Make trade deals, non-aggression pacts, and eventually alliances. With high relations, they'll be eating out of your hand and bam, confederation!

Confederations are easiest when the other faction is in trouble or likes you a lot. Befriend them and wait for the right moment.
