Hot take: using a hotspot for gaming isn't great. Too much lag. Stick to Wi-Fi or Ethernet if you can.

I've done this so many times when my home internet was down. Share your phone's hotspot, then on Xbox go to Settings > General > Network settings > Set up wireless network and select your hotspot. Enter the passkey and voila!
