First, you gotta make sure you have the latest version of PPSSPP and Tekken 6. Open PPSSPP, go to Settings > Networking, and enable 'Networking/WLAN (Beta)', 'Enable built-in PRO ad hoc server', and 'Enable Networking/WLAN' settings. Then, just set the same IP address in both devices, connect them to the same Wi-Fi network, and host a game from one device, joining from the other. Let the battles begin!

I've done this a dozen times! Make sure 'Networking/WLAN (Beta)' is enabled, both devices are on the same Wi-Fi, and you’re using the same IP address. It takes a bit of setup but works like a charm!
