First off, plug your PS4 controller into the PC using a USB cable or connect it via Bluetooth. Next, launch Steam and go to Settings > Controller > General Controller Settings, and make sure 'PlayStation Configuration Support' is checked. Launch Warframe through Steam, and your controller should work in-game!

Simple solution: get a USB cable, plug it in, and start Warframe. Works like a charm for me.

Just use DS4Windows! Download and install it, connect your PS4 controller, and you're good to go. No need to mess with Steam.
