First, you need to build the Outfit Workshop, which becomes available once you have at least 32 dwellers in your vault. Once that's up, you'll have to collect the necessary junk and recipes during your wasteland explorations or by scrapping unwanted items. Just choose the outfit you want to craft, make sure you've got all the needed materials, and boom, your dwellers are gonna be looking sharp in no time!

lol just keep exploring, you'll find tons of outfits without even trying. who needs crafting when the wasteland is literally a fashion goldmine.
Make sure you're constantly sending dwellers out to explore and gather resources, because some of those rare materials are key for crafting the cooler outfits. I've been playing for months and trust me, the satisfaction of decking out your dwellers in custom gear is worth the grind.
