To create a location on Facebook, go to "Check In" while making a post, type the location name, and if it's not listed, create it by selecting "Add" and fill in the necessary details. Easy peasy!
Good luck creating a new location. Sometimes it works, sometimes Facebook feels picky.
Honestly, it's easier to just check in to an existing nearby location. Why reinvent the wheel?
