To create a new account in Rise of Kingdoms, open the app, go to settings, then tap on 'Account' and select 'Switch Account.' Choose the method you'd like to use (Google, Facebook, Game Center), and log in with a new account. Voilà, you're ready to start fresh!

From my own experience, the easiest way is to use a new Facebook account. Open settings, switch account, and you'll be starting again in no time.
