You can't create custom tournaments in 8 Ball Pool through the game itself. However, you can participate in the existing tournaments and try to win those sweet Pool Coins and Pool Cash!
If you want to run your own tournament, you'll have to organize it outside the game with friends and handle match-ups manually. Not ideal, but it works!
