Just pull out your phone by pressing the 'up' button on the D-pad, then press 'up' again to bring up the dial pad. After that, use the D-pad to input the number and hit 'A' to call. Easy peasy!

You press up on the D-pad and then up again to open the dial pad. Enter the number using the D-pad and press 'A' to call.

When you want to dial numbers in GTA 4 on Xbox 360, press 'up' on the D-pad twice to bring up the dial pad, then use the D-pad to enter numbers and press 'A' to call. Voila!
