Go to the PUBG Mobile shortcut, right-click and hit Properties. Head to the Compatibility tab and check 'Disable fullscreen optimizations.' Save your changes.

From my experience, you'll see a slight performance boost after disabling fullscreen optimizations. Just right-click the shortcut, go to Properties, Compatibility, and check the box.
