Just enable the overlay in Discord and make sure Osu! is selected in the Game Activity tab. Worked for me!

Go to Discord settings, find the 'Game Activity' tab, and make sure Osu! is added. Then turn on the overlay toggle. EZ!

Honestly, Discord overlay just slows down performance. I wouldn't bother with it for Osu!
