You have to reach level 1000 and have access to the Second Sea. After that, gather a team, head to Hot and Cold Island, and use a special chip you get from the Scientist NPC. Boom, you're raiding Law!

First-hand experience here! You need to be level 1000 and in the Second Sea. Go to Hot and Cold Island, get a special chip for 1,000 fragments from the Scientist, and head to the lab on the Cold side. Make sure you have a good team; Law isn't easy!
