You gotta keep your character's finances as low as possible. Panhandle, sell your stuff, and avoid gaining assets. If you end up with some cash, go wild and spend it quickly, or donate it!

I managed to complete the challenge by doing a ton of petty crimes and begging. Just make sure you stay homeless and don't accumulate too much money or assets!
