The trick is to ride parallel to the train, on the right side, and maintain a steady speed. Don't go too fast or too slow. Big Smoke will do the rest if you position him right. Good luck, you're gonna need it!

Pro tip: Ignore everything and just use the jetpack cheat to fly next to the train. Smoke can't miss then. Who said cheats aren't the solution? ;)
Honestly, just keep trying. Took me like a million attempts, but suddenly everything clicked. Big Smoke finally decided to aim properly. Keep at it, and don't throw your controller out the window.
Just derail the train, lol. If only that was an option...
