To execute an X-Ray Move in Mortal Kombat on PC, fill up your super meter completely, then press both trigger buttons (default is Q+E) simultaneously.

Speaking from experience here! Make sure your super meter is full (the glowing bars at the bottom), then hit both Q and E keys at the same time. Feels so satisfying every time!
