Just keep tapping that dodge button like there's no tomorrow! Also, practicing your in-game fighting skills helps. The more you practice, the better you get at anticipating and dodging those punches.

Learn the enemy's patterns. NPCs in GTA tend to have a rhythm to their attacks. Watch closely, dodge at the right moment, and then counterattack. It's like a dance, except you're not getting punched in the face.
