Alright, so here's the thing - officially, there's no way to dodge a match in Valorant without some kind of penalty. Riot's pretty clear on maintaining fair play. If you quit during agent selection or during a match, you're likely to face a time penalty before you can queue again. That being said, if you absolutely must leave a match, it's better to do so during the agent selection phase to avoid a more severe penalty that comes with leaving mid-game.

Nope, you can't dodge without penalty. Just don't do it. Better to play through or take the penalty.

From my experience, there's no real way to dodge without penalty. However, sometimes if there's a legit issue like a game crash or internet problem, the penalties seem less severe. Not a reliable method, but it's something.
