I know it sounds simple, but make sure you're not inside your base or a vehicle. You can only drop items when you're in the water.
PC: Press F8 and uncheck the 'disable console' option, then type 'itemdrop'. On consoles, open the radial menu and choose 'drop'.
Pro tip: If you drop items near your base, you can easily retrieve them later. I have a neat pile of titanium outside my base!
Drop things by right-clicking the item. If it doesn't work, try moving outside your base or vehicle. Trust me, it's a lifesaver!
