You can earn silver fragments by dismantling unwanted outfits and items in your inventory. Just head to the inventory, select the item, and choose dismantle!

I get silver fragments by opening Soldier's Crates. Sometimes you get items you don't need, which you can dismantle for fragments. Easy peasy!
