Easy peasy! Open the launcher, click the little gear icon at the top right, and check the box for 'Enable DX11'. Then just restart the game. Enjoy those sweet graphics!

Pro tip from a veteran: Head to the Warframe launcher, click the preferences gear icon, enable DirectX 11 by checking the box, then relaunch the game. Huge performance boost!
