From my experience, go to Settings > Basic and enable Aim Assist. Then, go to Scope settings to customize the red dot sight.

To enable the red dot overlay, go to Settings > Basic > Aim Assist and ensure it's enabled. Then access Settings > Scope and customize the red dot sight. Easy peasy!

You don't need to enable the overlay directly. Use the settings within the game to customize your sight preferences.
