To enable debug mode in Undertale, you’ll need to edit the game’s code. Go to the file called "data.win" (or a similar name depending on your version) and open it with a hex editor. Search for the string [DEBUG] and change the value to 01. It's a bit tricky, so make sure to back up your files first!

Hex editor, data.win, change debug to 01. Simple!

Just use a hex editor on the "data.win" file and change the debug flag to 01 - done this myself and it works!
