Go to your Arsenal, enter the Gear tab, and make sure you have the fishing spear equipped in one of your gear slots. Then, you can use it from the Gear Wheel in-game by pressing Q.

Just press Q to open your Gear Wheel if you have it equipped in a slot. If not, go add it in your Arsenal first—simple as that!
