Open the menu with the View button and then equip the fishing spear in the gear wheel slots. Pretty simple!

Head to your gear wheel, hold LB, and then select the fishing spear. Make sure you've bought one from Fisher Hai-Luk first!

Don't forget to add the fishing spear to your gear wheel in the Arsenal. Then access it by holding LB in the Plains of Eidolon or Orb Vallis.
