First, you gotta get to level 400 and then visit the Mad Scientist at Skylands to unlock Electric Fighting Style. After that, evolve it to Electric Claw by completing the quest from the Island Empress at Hydra Island (requires level 1200).

Honestly, I tried Electric and switched to Dark Step later. Electric's cool but Dark Step was more my vibe.
