To farm Manic, head to Saturn and do the Kela De Thaym assassination mission. You get around 2-3 Manics spawning each run!

If you want those Manic masks, try the Grineer survival missions. I鈥檝e had luck on Saturn, mostly in the Cassini node.
You know you've hit a good spot when you keep finding Manics in Grineer Defection missions. Runs on Eris worked for me.
Don't waste time farming Manic. Buy what you need from the market.
Manic spawns are random, but Kuva Fortress missions, especially survival types, tend to have good results for me. Happy hunting!
