Hang out in Draco and wait for the Prosecutors to come to you. They can't resist a good fight!
For guaranteed Prosecutor spawns, try doing the Exterminate or Survival missions on Ceres. Happy hunting, Tenno!
Prosecutors usually spawn in Grineer Shipyard tilesets on Ceres. Just run missions there and you'll bump into them!
Honestly, I think Ceres is overrated. Look for Prosecutors in other Grineer missions if you're having trouble finding them.
