To farm Wukong, just head over to the Tenno Lab in your Clan Dojo! Research his blueprint there and then craft him once you have all the necessary materials. Happy monkeying around!

Took me a while, but I got Wukong by focusing on Excavation missions in the Kuva Fortress. Keep at it and don't lose hope!
