You can't traditionally 'fast travel' in GTA 5 like in some other games, but you can kinda cheat the system. One way is by calling a taxi - you can hail one on the street or call one using your in-game phone. Once you're in, choose your destination and select the 'Hurry' option. Boom, you're basically fast traveling. Another way is by switching between characters; often, they're spread out across the map, which can kinda act like fast traveling.
