From my experience, the easiest way is to join a Discord or community group where they hang out and get their Steam ID directly from them. Saves a lot of hassle!

Just pop open your Steam client, go to the 'Friends' tab, and use the search bar to find your friend's Steam username or profile! If they're not set to private, you should be able to add them easily.
