To get the Arms Dealer to move into your world, you gotta have bullets or a gun in your inventory. The simplest way is to find a Chest that has a gun in it underground. Once you've got that, make sure you've also got a suitable house for him to move into. Suitable means it's got walls, a door, a light source, a chair, and a table. After meeting these conditions, he'll show up to sell you all sorts of firepower!
