You gotta go through the story until you reach Gale Forest and complete the tasks there. Duskit will appear after some quests.
Honestly, just roam Gale Forest for a while. If you're persistent, Duskit will show up eventually.
First-hand experience here—head to Gale Forest and keep roaming. Took me about an hour, but I found Duskit near the end of the path!
