Honestly, finding Cobalt is a bit overrated. Focus on getting to Adamantite or Titanium; they'll give you better gear. Cobalt's just the first step.

Finding Cobalt Ore in Terraria is all about breaking altars! Once you've entered Hardmode, start smashing those Demon or Crimson Altars with the Pwnhammer you get from the Wall of Flesh. Each altar you smash has a chance to spawn Cobalt Ore in your world. Look for it in the Cavern layer, but remember, each altar smashed also makes your world a bit tougher by spawning more Corruption or Crimson.

Mining Cobalt Ore is simple - beat the Wall of Flesh, grab a Pwnhammer, and smash some altars. The more you smash, the more Cobalt you get, but also the more Corruption or Crimson. So, it's a balance!
